Charles Cayton

President — HWH Group
Charles serves in a dual role as head of the HWH Oklahoma City regional office and President of HWH Group, which accelerates projects with capital solutions, incentives and site selection. He is an economic development and construction professional with over 30 years of experience, and has led these functions for county industrial authorities as well as large tribal organizations. Charles received a Bachelor of Arts degree from Southeastern Oklahoma State University, and is a graduate of the Economic Development Institute at the University of Oklahoma.

Robbie Ruminer

Vice President of New Market Tax Credits & Site Selection
Robbie has over 20 years of experience in public and private sector economic development. He is an expert in fiduciary entitlement, tax credit and bond procurement, with expertise in attracting capital-intensive projects in manufacturing, distribution, education, healthcare, automotive and aerospace. He also advises clients on key issues in the early stages of site selection, including financial feasibility studies and labor market assessments. Robbie received his Bachelor’s degree and completed graduate studies in economic development at the University of Oklahoma.

Stephen Hattier

Vice President of NMTC Finance
Steven is a finance professional, seasoned in structuring, advising and negotiating custom solutions for the sophisticated financing and developmental needs of clients.  Leveraging long-standing relationships with a national and regional network of investors, financial partners and professionals, he enhances development feasibility and investment economics.  Steven has expertise in equity and tax credit finance, economic development, commercial and bond finance.  He has worked as an investment banker and as an advisor and is a former registered securities representative (FINRA Series 7, 53 and 63).  Steven has a Bachelor of Science degree in Finance from Louisiana State University.


Craig Hughes

VP–Real Estate & Development Services
Craig is a commercial real estate professional with almost 30 years of site selection, incentives and development experience.  He joined The HWH Group in 2016 and previously worked with the team on several multi-state site selection client assignments.  Craig formed Hughes Commercial Real Estate & Development in 2010, and has represented various tenants and landlords including Sabre Industries, Daikin (AC) Americas and the Music Institute of North Texas.  Prior to forming his own firm, he served as a director with Cushman & Wakefield of Texas, Inc.’s Industrial Brokerage Services Group, and earlier held positions with Trammel Crow Company, Phoenix Property Company, The Holt Companies and Coopers & Lybrand.  He has closed over 286 commercial real estate transactions totaling over 11.6 million SF, with an aggregate consideration of more than $255 million.  Craig is a graduate of Texas A&M University with a Bachelor of Business Administration degree, and successfully completed the requirements for CPA certification.

Alison Foster

Finance Manager
Alison provides financial services for both clients and management of the HWH Group, including project management and closing support, authoring project marketing materials, due diligence completion plus accounting and reporting.  She is a Certified Public Accountant with experience in both industry and public accounting, having served in previous roles at Alcon Laboratories and PricewaterhouseCoopers LLP.  Alison is a graduate of Texas A&M University in College Station with an M.S. degree in Audit and a B.B.A. degree in Accounting.
